In an attempt to understand who is excluded and who considers themselves excluded from political participation, our research focuses on defining what “policy” and “participation” mean, followed by discussions with learners, teachers and stakeholders. The final section of the report consists of a collection of participatory processes in the partner countries, as well as other countries of the European Union.

Exclusive & Limiting
Several people are legally excluded from formal participation processes, e.g. migrants. Others, especially women, while being legally able to participate in the public domain are limited to the household and neighborhood.
Scary & Intimidating
Several people don't understand or know how to get involved in bigger participatory processes. Te formal language can seem intimidating and off-putting, or even create fear of responsibility.
Easier in localities
The local environment (family, neighborhood and region) seem to be more accessible and welcoming for someone to take part in participatory processes.
Motivating & Inspiring
Participatory processes create tension and generate conflict that inspires people to take action for change.
